Yes, assuming the following:
A) You don't have access to modify the robots.txt file on the server.
B) You do not want the page or the links on the page indexed followed.
ok...i think i'm confused about robot tag....is that really needed if you have meta tag?
META tags are used for a variety of reasons, including cache controls, properties of page, Software version, etc...
The META usage you posted above is so robots won't index the page or follow and index any of the links on the page.

Ok, I'm not sure what I really need...I have a site with godaddy right now that seems to be coming up slow when I try to pull up the site and also when I google doesn't even come up in any search results...currently I have no tags and was wondering if I will just need a Meta tag with keywords....it's about 5 static pages.
Adding the tag above will do just the opposite of what you want. Furthermore, it takes time for your pages to become indexed in Google and even longer for them to come up on the first page for the keywords entered.

Another suggestion, is to use Google Webmaster tools. You can see if Google is crawling your site at all. Also, you can create a site map, place it in your web directory and submit this to Google. Once done, Google will frequently check the sitemap.

a real world example of using the no index tag is the Digg Bar...you notice their "digg link" to the content is not indexed because it would lead to duplicate content of the original source and the digg page...so to counter this they make their digg specific links no index so the SE's don't get confused.
